RFP: 01-0417 OSO & DSP

  • Question: Per section 12.3.1- A list of current locations and staff are available upon request- please request this information. Can you please provide these to us?
    • Answer: This information is emailed upon request. 
  • Question: Per section 2.5 (and mentioned in other sections)- what entity, person or group of persons comprise the BG Administrator?
    • The BG Administrator for the purpose of this RFP is the Bluegrass Area Development District.
  • Question: ​Please confirm where the proposal should be delivered to by courier and by hand.
  • Delivery by Courier is acceptable. 
  • Question: What is/was the total spent on each of the following: the One-Stop Operator, Fiscal Agent Services, and Direct Services.
    • Answer
      - One-Stop-Operator: This is a new position that will start at the end of June, therefore no funds have been spent in this area.  
      - Fiscal Agent Services: Approximately $105,000
      - Direct Services:  July – June 2017. Estimated $1.2 million
      * Figures for Fiscal Agent and Direct Services are based on actual expenses from July – February 2017 with estimates for March – June.
  • Question: ​​​​​Please provide a current staff list and organizational chart covering the three functional areas in question 1 above.

  • Question: Which mandated partners are physically collocated at the one-stop in Lexington?  
    • ​Answer: WIOA, OET, Vocational Rehabilitation, Adult Education. Additional partner: Native American Program. (https://doleta.gov/wioa/Docs/WIOA_OneStop_FactSheet.pdf)
  • Question: What data collection and tracking tools are currently in use? Are any changes planned? Which partners have access to the system for data inputs?
    • Answer: Employ Kentucky Operating System (EKOS) and Gazelle (Financial Database)
  • Question: Please provide the current number of clients enrolled in each of the following: Adult, Dislocated Worker, and Youth programs. How many were carried over on July 1, 2016?
    • Answer: Based on the latest report provided by the state there are a total of 787 individuals enrolled.  The numbers break down as follows: 262 TAA; 234 Adult, 126 Dislocated Worker, and 163 Youth. These numbers will vary by end of the fiscal year as new individuals are enrolled and some individuals included in this count are not active and are in the process of being exited from the system. A final count will be available to the winning proposer.​
  • ​Question: How many clients utilized ITAs in the past program year?
    • Answer: 261 Total ITAs.  
  • Question: ​What was the average amount spent per ITA?
    • Answer: The amount spent per ITA varies widely based on need.  To assist in answering this question for you, I have attached a copy of the ITA Policy for your review.
  • Question: Please provide the most current year performance chart for Adult, Dislocated Worker, and Youth, including enrolled, placed, wages, etc. 
    • ​​Answer: Information is sent via email upon request.
  • Question: Who is the current fiscal agent for the region?
    • Answer Bluegrass Area Development District
  • Question: Will this same entity be the fiscal agent after July 1, 2017?
    • Answer: Yes.
  • Question: Was the fiscal agent competitively procured? When does the contract expire?  
    • Answer: Yes. September 30th, 2017 with an option to renew.
  • Question: If the RFP is amended, how will the amendment(s) be shared with potential bidders?
    • Answer: Any amendments will be posted to the RFP page of website (bgwib.us). No amendments are anticipated, but it is encouraged that bidders check the website to ensure no changes have been issued.
  • Question: Where will the responses to these questions be shared or posted?
    • Answer: A link is available on the RFP page to a QNA page regarding OSO/DSP (bgwib.us).  
  • Questions: Please confirm where the proposal should be delivered to by courier and by hand.
    • Answer: Delivery by Courier is acceptable. The address is: 699 Perimeter Drive, Lexington, KY 40517
  • Question: 11.3, Page 7 – Are tables, charts/graphs, and graphics subject to the 12 point, Arial font, single spaced line requirements?
    • ​Answer: No. Additional tables, charts/graphs, and graphics font size may vary but must be easily readable when printed.
  • Question: ​​11.3, Page 7 – The requirement states “standard twelve (11) point Arial font,” please confirm if we are to use eleven or twelve point Arial font. 
    • Answer: ​Font size should be Arial 12 point.
  • Question: Are attachments, in addition to those requested in the RFP, allowed in the proposal such as a flow chart? If yes, will the contents be viewed as part of the evaluation?
    • ​Answer: Yes, Proposers are allowed to submit up to 10 additional pages of relevant attachments. 
      - Standards for additional attachments:
      - Font and size may vary for attachments but must be easily readable.
      - Attachments should be placed at the end of the proposal and be cited in the Table of Contents as Section E (Additional Documentation).
      - Each attachment should cite what section in the proposal it is being submitted to support and must be relevant to an section in the RFP to be considered in the evaluation process.

  • ​Question: 11.3, Page 7 – Please confirm headers and footers are allowed within the 1 inch margins.
    • Answer: Yes, 1 inch margins are acceptable.
  • ​Question: 12.0, Page 7 – A Cover Page is required, is this a form that BGWIB is providing that should be completed?
    • Answer: No the Proposer should develop and submit their cover page and it should include, but is not limited to:
      • Proposers Business Name
      • RFP Number and Title
      • Date of Submission
  • Question: 12.2, Page 7 – Are the requested references included in the two pages maximum, if not, do you want the references attached behind the section or all attachments at the end of the proposal?
    • ​Answer: No, references are not included as part of the two page maximum and should be included at the end of the Proposal and should be identified in the Table of Contents as Section F (Required Attachments).
  • Question: 12.3, Page 7 – Are resumes and job descriptions included in the twenty pages maximum, if not, do you want the attachments behind the section or all attachments at the end of proposal?
    • Answer: No, resumes and job descriptions are not included as part of the twenty page maximum. Job descriptions and resumes should be included in Section F (Required Attachments) at the end of the proposal.
